Does a traveller need to have a pre-departure Covid-19 test if he had a Covid-19 vaccine?

Yes, he still needs to give evidence of a negative COVID-19 test result. If the traveller had a COVID-19 vaccine, they should carry their vaccination certificate with them while travelling.

What happens if my initial departing flight is delayed past the 3-day time frame for testing?

If the initial departing flight is delayed past the 3-day limit of testing which is beyond your control (e.g., delays because of severe weather or aircraft mechanical problem), and that delay is within 24 hours past the 3-day limit for testing, then you do not need to be retested. If the delay is more than 24 hours past the 3-day time frame, then you should be retested. However, you will not need to be retested if there are limitations in flight availability.

What happens if my connecting flight is delayed past the 3-day time frame for testing?

Travellers affected by a flight delay are considered to have met the pre-departure testing requirements and do not need a new COVID-19 test.

If the connecting flight is delayed past the 3-day time frame for testing due to a situation beyond your control (e.g., delays because of severe weather or aircraft mechanical problem), and that delay is more than 48 hours past the 3-day time frame for testing. However, you will not need to be retested if there are limitations in flight availability.

What if my initial departing flight is re-scheduled or cancelled outside the 72-hour window, will the COVID-19 test result still be valid?

No, the test result will not be valid because it has exceeded the 72 hours requirement. So, you will need to be retested before your flight is re-scheduled or newly booked.
